The PS2 only has about 5 fringe titles it can't run, all major titles run good enough. It's definitely possible just tricky sometimes.

The gamecube/wii emulator (dolphin) is fantastic and I don't think there are any games it cant emulate anymore. I can look it up for you I can't remember the name, raptor or predator or something. There is even a special build of Mupen to play Goldeneye and Perfect Dark with a mouse. You will be able to emulate any N64 game between the several options you have for emulators (Project 64, Mupen and Retroarch cores).

The advantage here is most updates to emulators come to the PC first, then forks and updates trickle down to the other formats. The CPU is going to be the most important aspect Id go with AT LEAST i5/i7 7xxx (Kaby Lake) Intel. Personally, I use a PC as my main emulation device and a Pi4 as a portable one, e.g. You might want a decent graphics card for the shaders. I mean I don't need to put a Titan in it I'm sure. Dreamcast emulation is quite decent, but I feel it could be in a much better state if people working on it combined their efforts and worked open-source, but that's a whole separate story. It was only in December 2019 that Virtua Fighter got proper physics emulation. Many arcade systems are still not perfectly emulated. I'll keep reading and trying to learn more about the hobby of emulating but I want to see what I should be collecting for and the weekend yard sales are fast approaching! Then I found another random video with no information but had a guy seeming to run the game perfectly fine but not sure on what kind of system. One guy I trust (ETA Prime) he had issues with his PI 4 it sorta worked but not really. I did some searching on youtube and I found conflicting videos. After talking to local collectors I became aware more modern emulators are available. So I recently started down the path of retro collecting and made the decision to skip collecting NES and SNES since those were easy to emulate since forever.
